Redwood Valley Elementary School (RVES) Property Sale
April 11, 2024: Application for a Surplus Property Waiver from the State Board of Education
After two unsuccessful attempts to sell the Property through an Open Bidding process, the District does not desire to attempt a third Open Bidding process, as it is unlikely to garner any bids. Accordingly, staff sought the Board’s approval to pursue a waiver of the Open Bidding procedures from the State Board of Education (SBE) in order to market the Property and possibly work directly with a brokerage firm to market the Property nationwide.
At the Board of Trustees meeting on Thursday, April 11, 2024, the Ukiah Unified Board of Trustees held a public hearing and then considered and passed Resolution No. 25, 2023-24, Authorizing Submittal of a Surplus Waiver Application to the State Board of Education for 700 East School Way, Redwood Valley, CA 95470 (Assessor's Parcel Numbers 163-060-15 and 163-060-35).
The State Board of Education meets every other month, but with agenda item requests due two to three months in advance, it was too late to apply to be on the SBE’s July agenda and their agenda for their September meeting was already full. Therefore, the District’s request should be heard during the SBE’s November meeting (scheduled for November 13-14, 2024).
If the District’s request is approved, the State Board of Education will likely include conditions or parameters for the potential sale. The Board and staff will consider next steps, including the likely creation of a request for proposals (RFP), once approval has been received from the State Board of Education and those conditions have been defined.
January 18, 2024: No bids received for Redwood Valley Elementary School property; Trustees to consider next steps
Ukiah Unified Trustees unanimously voted to approve Resolution No. 07, 2023-24 at their meeting on October 9, 2023, declaring their intent to sell the Redwood Valley Elementary School (RVES) property. Approval of this resolution put the property up for sale through a two-phased bidding process, with a minimum bid of at least $900,000. Sealed bids were to be submitted prior to the Board's regularly-scheduled meeting on Thursday, January 18, 2024, but no bids were received before or during the meeting.

October 5, 2023: Redwood Valley Elementary School property back on board agenda; Ukiah Unified Board of Trustees to discuss next steps at October 9, 2023 meeting
At the upcoming Board of Trustees meeting on Monday, October 9, 2023, the Ukiah Unified Board of Trustees will discuss the next steps in their attempts to sell the Redwood Valley Elementary School property located at 700 E. School Way.
On June 13, 2023, the Trustees approved Resolution 30 2022-23, declaring their intent to sell the property, which totals approximately 12.4 acres. The property is in an unincorporated area of Mendocino County, Assessor’s Parcel Numbers 163-060-15 and 163-060-35. Approval of the Resolution initially put the property up for sale with a two-phased bidding process. Sealed bids were to be submitted prior to the Board’s regularly scheduled meeting on Thursday, August 10, 2023, but no bids were received.
A 7-11 Committee was formed and conducted a series of public meetings that culminated in the Committee’s recommendation to close Redwood Valley Elementary School at the end of the 2009-2010 school year. A second 7-11 Committee was formed in 2016 and ultimately recommended that the property be declared surplus.
Between 2017 and 2020, a variety of transactions were explored, and additional community input was collected. Following a Resolution declaring the property Exempt Surplus Land in the 2022-23 school year, the district offered the property for sale or lease to public agencies, including city and county parks and recreation departments, California universities, local city and county agencies, and the Department of General Services. The efforts did not lead to the sale or lease of the property.
